(1) Whenever any vehicle is used in violation of the parking provisions of this Title, the person in whose name the vehicle is registered, or was last registered, shall be strictly liable for the violation and the penalty for that violation.

(2) If a peace officer or ordinance enforcement officer witnesses a person stop or park a vehicle in violation of this Chapter, the officer may assess the civil penalty against that operator in lieu of the registered owner.
