(1) Unless otherwise specified herein, time periods are computed in calendar days.

(2) In computing any period of time prescribed or allowed by this Title, the day after the event or decision occurs shall be the beginning of the designated period of time. The last day of the period so computed is to be included, unless it is a Friday, Saturday, Sunday, or legal holiday, in which event the period runs until the end of the next day which is not a Friday, Saturday, Sunday, or legal holiday.

(3) When the period to be computed is less than seven days, intermediate Fridays, Saturdays, Sundays, and legal holidays shall be excluded.

(4) The date of a decision or recommendation of the City Council, City Manager, Planning Commission, Zoning Administrator, Community and Economic Development Director, or City staff shall be the date of the hearing at which a decision or recommendation is made. If no hearing is held on the matter, the date of the decision or recommendation shall be the date written notice is mailed to the Applicant.
