All departments, officials, and employees of the City with the authority to issue permits and licenses shall conform to the provisions of this Title and shall issue no permits or licenses for Uses, Buildings, or purposes where the same would be in conflict with this Title, and any such permit or license issued in conflict with the provisions of this Title shall be null and void.
