In their interpretation and application, the provisions of this Title are minimum requirements. Where the provisions of this Title impose greater restrictions than any other statute, regulation, ordinance, or covenant, the provisions of this Title shall prevail. Where the provisions of any other statute, regulation, ordinance, or covenant impose greater restrictions than the provisions of this Title, such other provision shall prevail.
