(1) The City is organized into administrative divisions and offices and seven City departments as set forth herein. In addition, as provided in Section 3-2-102(1)(e), the City Manager may create other offices as are deemed necessary.

(2) The administrative divisions and offices and departments are supervised by the managers and department heads indicated herein. All administrative divisions and offices, departments, and any offices created by the City Manager are supervised by the City Manager.

(3) For the purpose of this subsection (3), “resident” shall mean a person who would be eligible to run for an at-large City Council seat.

a. Notwithstanding any other provision of the West Valley City Municipal Code, any person appointed to serve as City Manager or Assistant City Manager shall become a resident of West Valley City within 12 months.

b. After becoming a resident, the City Manager and Assistant City Manager shall maintain their primary residence in West Valley City for the remainder of their employment as City Manager or Assistant City Manager.

c. Failure to comply with or remain in compliance with the requirements of this subsection (3) shall constitute cause for termination by a majority vote of the City Council.
