(1) No nonmotorized vehicle, farm equipment, construction equipment, or any other type of commercial trailer or any inoperable vehicle (as defined in Title 24) may be parked, placed, stored, abandoned, or otherwise left on any public street, alley, sidewalk, park strip, or right-of-way at any time, regardless of whether it is attached or unattached to a motor vehicle.

(2) No motorized or nonmotorized recreational vehicle, boat, camper trailer, motorhome, or any other type of trailer may be parked, placed, stored, abandoned or otherwise left on any public street, alley, sidewalk, park strip, or right-of-way, regardless of whether it is attached or unattached to a motor vehicle.

a. It is an affirmative defense to this subsection when the vehicle:

i. Is parked on the street, for up to 24 hours, within 25 feet of the physical address to which it is legally registered or where the registered owner resides; or

ii. Is parked for less than seven days within 25 feet of the physical address to which it is legally registered or where the registered owner resides, for the purpose of allowing real property improvements including structure, driveway, and/or landscaping installation or repair; or

iii. Is actively engaged in loading and unloading passengers or freight.

(3) No unmounted or unattached camper, farm vehicle, construction vehicle or off-highway vehicle may be parked, placed, stored, abandoned, or otherwise left on any public street, alley, sidewalk, park strip, or right-of-way at any time, unless the vehicle is actively engaged in loading and unloading passengers or freight.

(4) It shall be unlawful to park, place, store, abandon, or otherwise leave any commercial vehicles on any public street, alley, sidewalk, park strip, or right-of-way at any time, unless the vehicle or combination is actively engaged in loading or unloading passengers or freight.

a. Commercial vehicles include any motor vehicle or trailer or combination of motor vehicle and trailer with a manufacturer’s gross vehicle weight rating or gross combination weight rating of 14,000 pounds or more.

b. Commercial vehicles do not include:

i. Recreational vehicles that are driven solely as family or personal conveyances for noncommercial purposes.

ii. Vehicles owned by the state or local government.

iii. Firefighting and emergency vehicles, operated by emergency personnel, not including commercial tow trucks.

iv. Vehicles with a manufacturer’s gross vehicle weight rating of 19,500 or less with factory installed truck bed.

(5) For the purposes of this Section, a vehicle shall be considered parked, even if the engine is running, if the vehicle is left standing for any period longer than three minutes, unless the vehicle is actively loading or unloading as provided.

a. For the purposes of this Section the term “loading and unloading” includes the use of a vehicle for repair, construction, or maintenance actively conducted by businesses licensed to engage in such a business in accordance with other City ordinances.

(6) No motor home, boat, trailer, camper, or other similar conveyance used for temporary recreational uses shall be used for overnight camping or as a residence, except in mobile home parks or campgrounds licensed by the City.

(7) The provisions of this Section do not apply to passenger buses operated under the authority of the Public Service Commission of the State of Utah, nor to authorized emergency vehicles, nor to public works vehicles.
