The City hereby finds and declares that the construction and maintenance of street lighting facilities are essential to promote traffic safety and reduce crime. The City further finds and declares that the establishment of a street lighting utility is necessary to provide for the ongoing costs of said construction and maintenance. The Street Lighting Utility is hereby created.
