The Mayor shall preside at all regular, study, and special meetings of the City Council. In the absence of the Mayor or in the event of the Mayor’s inability or refusal to act, the Mayor Pro Tempore shall preside over the meeting or meetings and shall have all the powers and duties of the Mayor during the Mayor’s absence or disability. On or before February 15th following a municipal general election, the Council shall elect a Mayor Pro Tempore. The City Council may fill a vacancy in the office of Mayor or Mayor Pro Tempore in the manner prescribed by state law.
