(1) The Department or the City Manager shall have the authority to restrict or close any Highway, Sidewalk, or Right-of-Way as may be necessary or desirable for maintenance or public safety or convenience. Said authority includes, but is not limited to, restrictions on vehicle weights or types, parking, hours of operation, and the manner of operation of vehicles. Restrictions may be imposed by ordinance, executive order, or at the direction of the Department.

(2) Notice of restrictions in accordance with subsection (1) above which are not enacted by ordinance or executive order shall be provided by appropriate signage, temporary markers, curb painting, written notices, or other means calculated to give notice of the restriction. A failure to perceive or receive said notice shall not excuse noncompliance with applicable laws, ordinances, or restrictions imposed by the Department or City Manager.
