Any non-Storm Water discharges to the Storm Drainage System are prohibited, including spills, illicit connections, illegal dumping and sanitary sewer overflows. Allowable exceptions are groundwater, roof runoff, cooling water, irrigation tailwater, or nonpolluted water. Such water may be discharged only into Storm Water Drainage System facilities which have adequate capacity for the accommodation of such water.
