The Division shall be responsible for the administration and regulation provided for in this Title. Any Person affected by a decision of the Division interpreting the provisions of this Title may appeal such decision to the Public Works Director and then to the City Manager. Decisions of the City Manager may be appealed to the City Council. Appeals regarding post-construction Storm Water retention requirements shall be handled pursuant to Section 19-5-108.5 Utah Code Annotated 1953.
