Any of the following conditions shall constitute cause to declare a rental nuisance:

(1) The issuance of two or more notices of violation against a single property within any 12-month period;

(2) The issuance of three or more administrative citations against a single property within any 12-month period;

(3) Excessive calls for police service;

(4) Failure to resolve a rental nuisance within 30 days of the declaration of the rental nuisance pursuant to Section 17-2-805; or

(5) Failure to comply with the terms of a remediation agreement entered into by an owner.
