The City takes public notice that public recreations, as herein defined, create hazardous conditions, including, but not limited to, traffic, solid waste disposal, sanitation, sewage disposal, public health, fire protection, noise and other public safety concerns; therefore, the City finds and determines that the ordinance codified in this Title which prescribes the procedures, rules and regulations for conducting public recreations as herein defined is necessary to protect the health, safety and welfare of the citizens of West Valley City. This Part shall be liberally construed to accomplish this purpose.
