Each individual applying for a pawnbroker, secondhand dealer or secondhand precious metal/gem dealer license shall not be issued a license if the applicant has been convicted of theft or receiving stolen property or has completed serving a sentence for any conviction of theft or receiving stolen property, whichever is most recent, within the last five years.
