(1) It shall be unlawful to sell, offer to sell, or display for sale any goods on public streets unless done in full compliance with the requirements of this Title.

(2) Each person or business selling, offering to sell, or displaying for sale any goods on public streets shall comply with the following requirements:

a. Any vehicle shall have an audible backup warning device and a flashing yellow beacon activated while goods are available for sale;

b. The vehicle shall have a convex mirror to permit the driver to see any area obscured by the hood;

c. Goods shall not be sold, offered for sale, or displayed earlier than one hour after sunrise or later than one hour before sunset;

d. Goods shall not be sold, offered for sale, or displayed on any street where the speed limit exceeds 25 miles per hour;

e. Goods shall not be sold to any person standing in a roadway;

f. Goods shall not be sold unless the vehicle is completely stopped and lawfully parked;

g. Vehicles shall not be reversed or moved backward in order to sell goods; and

h. Each person selling, offering to sell, or displaying for sale any goods shall obtain a police I.D. card as set forth in Part 17-2-100P.
