11-2-104. ISSUANCE OF PERMITS.
It shall be unlawful for any person, whether acting as owner, occupant or contractor, or otherwise, to erect, construct, reconstruct, enlarge, locate or alter any sign within the City contrary to any provisions of this Title, and/or where required, without first obtaining approval for a sign permit from the City. The Community and Economic Development Director or his/her designee shall be empowered to:
(1) Issue permits to construct, alter or repair signs which conform to the provisions of this Title; and
(2) Ascertain in conjunction with the Zoning Administrator and Building Inspector that all signs, constructions, and reconstructions or modifications of existing signs are built or constructed in conformance with the applicable rules, regulations, and codes.
