In interpreting and applying the provisions of this Title, the sign area requirements contained herein are declared to be the maximum allowable for the purpose set forth. The type of signs allowed by this Title are fully described and sign types not specifically allowable as set forth within this Title shall be prohibited. This Title shall not nullify the more restrictive provisions of covenants, agreements, easements, deed restrictions, ordinances, or laws, but shall prevail over such provisions which are less restrictive. Any noncommercial message may be substituted for a commercial message on a sign permitted by this Title, provided the sign complies in all other respects with this Title.
