If a member of the Administrative Appeals Board is subject to disqualification for bias, prejudice, interest, or any other reason for which a judge may be disqualified in a court of law, that member shall recuse himself or herself. Notwithstanding any other provision of this Title, if a member of the Administrative Appeals Board has recused himself or herself for cause pursuant to this Section, a hearing shall be held before the remaining members of the Administrative Appeals Board.
