(1) Right-of-Way Permit Fees.

a. Right-of-Way Access Fees.

i. Miscellaneous Access within the Right-of-Way – $100 per week.

ii. Collector or Arterial Street Lane Closure (Off Peak) – $50 per day.

iii. Peak Hour Lane Closure – $500 per day (would apply to streets listed in the Engineering Standards).

b. Miscellaneous Road Work.

i. Sidewalk, Curb and Gutter Cut Inspection Fee $0.35/Sq. Ft. ($100 min).

ii. Asphalt Cut Inspection Fee – $0.35/Sq. Ft. ($100 min).

iii. Excavation in Concrete Pavement Inspection Fee – $0.35/Sq. Ft. ($100 min).

iv. Concrete Compressive Strength Testing Fee – $100 per set of four cylinders. (Frequency of compressive strength test per WVC Minimum Sampling and Testing Requirements).

v. Deep Trench Backfill Inspection Quality Assurance (Over four feet deep) – $0.25 per linear foot per foot of depth. ($100 min).

c. Directional Boring.

i. Directional Boring Length-Based Fee – $0.50 per foot bored ($200 min).

ii. Bore Pit or Test Hole Fee – $50 per bore pit or test hole in the right-of-way.

iii. Directional Boring Storm Drain Pipe Crossing Camera Fee – $100 per directional bore crossing a City-owned storm drain.

d. Asphalt Pavement Age-Based Damage Fee.

i. Arterial or Collector.

1. Age of asphalt pavement is zero to two years – $4 per square foot of asphalt removed ($500 minimum).

2. Age of asphalt pavement is two to five years – $3.60 per square foot of asphalt removed ($400 minimum).

3. Age of asphalt is five to 10 years – $2.80 per square foot of asphalt removed ($300 minimum).

ii. Minor Street or Minor Collector.

1. Age of asphalt pavement is zero to two years – $3 per square foot of asphalt removed ($400 minimum).

2. Age of asphalt pavement is two to five years – $2.73 per square foot of asphalt removed ($300 minimum).

3. Age of asphalt is five to 10 years – $2.25 per square foot of asphalt removed ($200 minimum).

(2) Plan review – $50 (fees will be assessed for plan reviews in which the developer or engineer has not made appropriate modifications requested in the previous review).

(3) Property bond processing fee – $2,000.

a. Amendment of original agreement – $200.

(4) Bond fee – $300.

(5) Delay agreement:

a. Commercial – $300.

b. Residential – $100.

(6) Stop work orders:

a. Stop work order for no permit – two times regular permit fee.

b. Other stop work orders – $100.

(7) Road closures:

a. Full road closure, per day:

i. For right-of-way width 66 feet or greater – $500.

ii. For right-of-way width 50 feet – $250.

(8) Monthly residential waste collection fee:

a. Single-family dwelling unit with recycling – $15.50 until January 1, 2023; $16.50 from January 1, 2023 to December 31, 2023; $17.50 on January 1, 2024.

b. Single-family dwelling unit without recycling – $13 until January 1, 2023; $14 from January 1, 2023 to December 31, 2023; $15 on January 1, 2024.

c. Duplex-family dwelling unit with recycling (per separate dwelling area) – $15.50.

d. Duplex-family dwelling unit without recycling (per separate dwelling area) – $13.

e. Additional garbage container – $9 until January 1, 2023; $9.75 from January 1, 2023 to December 31, 2023; $10.50 on January 1, 2024.

f. Additional recycling container – $3 until January 1, 2023; $3.25 from January 1, 2023 to December 31, 2023; $3.50 on January 1, 2024.

g. Maximum household income allowable to qualify a resident for residential waste collection fee abatement – $12,700.

h. Container return charge – $25.

(9) Storm water utility fees (effective July 1, 2021):

a. Rate A: $6 per ERU per month.

b. Rate B: $4.20 per ERU per month.

c. Rate C: $2.70 per ERU per month.

(10) Utility billing penalty charges:

a. $5 late charge per billing cycle.

(11) Fleet maintenance rates for outside agencies:

a. Vehicle maintenance hourly labor rate: $100.

b. Emergency equipment installation hourly labor rate: $75.

c. Parts – cost + 10 percent.

(12) Street Lighting Utility fee (effective January 1, 2022) – $3 per SLERU per month.
