The provisions appearing in this Code, so far as they are substantially in either words or intent the same as those of ordinances existing at the time of the effective date of this Code, shall be considered as continuations thereof and not as new enactments. Ordinances enacted after the effective date of this Code, which contain provisions substantially the same in either words or intent as those contained or added to this Code, shall be considered as continuations thereof and not as new enactments.
